Traveller and trespasser risk assessment

Complete the initial site risk assessment promptly on attendance. It must reflect the conditions actually observed and form part of the continuing dynamic assessment throughout the operation.

Use observations from the attendance

The form records the initial position when the enforcement agent arrives. Consider the site, access, visibility, people present, animals, vehicles, gas cylinders, sharps, public exposure, threats, weapons and any need for additional resources.

Where information is not yet known, record that accurately rather than making assumptions.

Operational requirement

Safety takes priority

  • Do not proceed where the risk cannot be controlled.
  • Move to a safe position if circumstances escalate.
  • Notify UK Bailiffs control of any material increase in risk.
  • Use 999 where there is an immediate threat to life or serious harm.

This form does not replace continuing professional judgement. Submission records the initial assessment only. The responsible agent must continue to review risk and communicate changes throughout the attendance.

Complete every applicable field and check the declaration carefully before submission.

After submission

Continue the dynamic assessment

Update control whenever risk, behaviour, resources or site conditions materially change. Regular updates are required even where there is no significant change in circumstances.

  • Changes in numbers or behaviour
  • Threats, weapons or aggressive conduct
  • New welfare or safeguarding concerns
  • Public, traffic, animal or environmental risks
  • Need for additional agents, security or police

Escalation

When the risk exceeds the plan

Pause the operation and contact control if the attendance can no longer be completed safely within the agreed resources or method.

  • Withdraw rather than accept an uncontrolled risk.
  • Preserve relevant body-worn video and notes.
  • Record the reason for any delay or stand-down.
  • Await further instruction before recommencing.
