UK Bailiffs | Court Certificated Enforcement Agents | About Us
UK Bailiffs
— Court Certificated Enforcement Agents.
A Different Standard.
UK Bailiffs provides professional, compliance-led enforcement across England and Wales. What makes us different is not simply the service itself, but the way we think around a problem, take ownership of the wider position, and help clients move matters forward properly.
We do not see an instruction as a single event. We look at the practical, legal and operational picture around it. That may mean enforcement, additional support services, securing property, or introducing the right solicitor, advisor, security provider or specialist from our trusted network where the matter requires more than one solution.
Clients come to us not just for attendance, but for judgement, structure, and access to the right people when situations become more involved.

Clear Judgement
We assess the wider situation, not just the immediate instruction in front of us.
Practical Support
Where a matter needs more than enforcement alone, we help clients take the next sensible step.
Trusted Network
Immediate access to solicitors, advisors, security specialists and other trusted professionals where required.
Controlled Delivery
Lawful, structured and accountable action from first instruction through to outcome.

Enforcement, Support and Sensible Escalation
We specialise in a range of enforcement services, but our value is not limited to enforcement itself. We help clients deal with the wider issue around the instruction and make sure the right next step is taken.
- Commercial Rent Arrears Recovery (CRAR) : We assist landlords in recovering outstanding rent arrears from commercial tenants, usually at no cost to the instructing party.
- Evictions : Our team handles residential and commercial evictions with precision and sensitivity, adhering strictly to legal guidelines and ensuring a smooth and lawful process.
- Lease Forfeitures : If you wish to end the tenancy of your commercial tenant, we can re-enter premises, change the locks, and terminate the lease where the legal route is available.
- Process Serving: We offer professional process serving services, ensuring timely and accurate delivery of legal documents to the intended recipients.
Where a matter falls outside our direct remit, we do not leave clients at a dead end. We help connect them quickly with the right trusted professional so momentum is not lost.
More Than Enforcement Alone
A business built around professionalism, knowledge, delivery and compliance — with wider support where the situation demands it.
We See the Wider Issue
We do not approach instructions in isolation. We look at what is really happening and what is likely to be needed next.
We Add Practical Value
Clients are not left to work everything else out themselves. We help bridge the gap between enforcement and the wider solution.
We Open the Right Doors
If specialist input is needed, we can connect clients to trusted solicitors, advisors, security providers and other professionals quickly.
We Take Responsibility Seriously
Our approach is controlled, lawful and measured. Clients instruct us because they want matters handled properly, not just processed.
Leadership That Understands Enforcement — On the Ground and in Practice
UK Bailiffs is led from the front. Real operational experience, real decision-making, and a clear understanding that clients often need more than a basic enforcement response.
Craig Whinray
Founder & Director of Compliance
✔ Former Marston Group Supervisor
✔ Trained 150+ Enforcement Agents
✔ Direct Operational Oversight
Built from Enforcement — Not Marketing Theory
Craig began his career in public service as a police officer with Dorset Police, developing a strong foundation in conflict management, legal procedure, and frontline decision-making.
He later joined the Marston Group — one of the UK’s largest enforcement firms — where he trained and mentored over 150 enforcement agents and progressed into senior supervisory roles across Business Rates and Council Tax enforcement.
In 2018, Craig founded UK Bailiffs with a clear objective: to build a modern enforcement company focused on professionalism, responsiveness, defensible outcomes, and sensible problem-solving beyond the narrow boundaries of a single instruction.
Today, UK Bailiffs is trusted by landlords, solicitors, and local authorities across England and Wales — particularly on complex, sensitive, or high-value matters where judgement and wider support matter.
Craig remains directly involved in operations, training, and strategic oversight — helping ensure each instruction is handled lawfully, professionally, and with the wider commercial reality in mind.
This is not volume for volume’s sake. This is controlled, accountable delivery.

FAQs
Got a question? We’re here to help.
What are your opening times?
Our agents are available 24 hours a day 365 days per year subject to legislation.
Our contact centre is open 8am to 6pm every day.
What is a Bailiff?
Enforcement agent is now the official name for bailiff since revised regulations in 2014, although the term “bailiff” is still commonly used.
In a nutshell, enforcement agents are used to collect unpaid debts on behalf of creditors, including local authorities, government departments and private creditors.
They have the legal power to remove and sell goods using warrants and writs of control to cover the debt and fees charged to the debtor.
Do Bailiffs need qualifications?
Bailiffs, now known as Enforcement Agents, need to apply to a County Court every 2 years for a certificate. This is only issued if the judge is satisfied that:
(1) the applicant is a fit and proper person to hold a certificate;
(2) the applicant possesses sufficient knowledge of the law and procedure relating to powers of enforcement by taking control of goods and of commercial rent arrears recovery to be competent to exercise those powers;
(3) the applicant has lodged a security bond to the value of £10000 with the Court.
What does Taking Control of Goods mean?
A certificated agent will attend your tenant’s property and take control of internal and external assets.
If payment is not received, those goods can then be sold at auction to recover money.
Can anyone take Control of Goods?
Regulations state that only a certificated Enforcement Agent may take Control of Goods.
All of our agents are certificated and experienced.
