UK Bailiffs Ltd Responds to Bailiff Reform Bill: We Support Statutory Regulation

On 21 May 2025, Luke Charters MP introduced the Regulation of Bailiffs (Assessment & Report) Bill to Parliament, calling for greater accountability in the enforcement industry.

At UK Bailiffs Ltd, we welcome this bill and fully support the proposal to introduce statutory regulation via the Enforcement Conduct Board (ECB).

As a company already regulated by the ECB, we have long championed ethical enforcement, fair treatment, and accountability. Our operations follow strict compliance with the Taking Control of Goods Regulations 2013 , and we implement robust protections for vulnerable individuals.

Real Cases, Real Reform – But Not the Norm

  • A woman who considered suicide after an enforcement visit
  • A disabled man who had essential equipment removed and was verbally abused

These cases are real but not typical. The vast majority of firms operate ethically. However, the absence of mandatory regulation allows rogue operators to undermine industry credibility.

Why Statutory Regulation Is Essential

The Enforcement Conduct Board currently oversees 95% of the sector, but this is voluntary. UK Bailiffs supports making ECB regulation mandatory to ensure:

  • Consistent, enforceable professional standards
  • Clear accountability mechanisms
  • Fair treatment of debtors and protection for the vulnerable

  • Trained agents with vulnerability awareness
  • Clear communication, lawful practice, and professionalism
UK Bailiffs Ltd will actively participate in the consultation and reform process, and we encourage government to introduce legislation that raises the bar for the entire sector.
