Enforcement Support for Local Authorities & Housing Associations
We deliver fast, welfare-led enforcement for councils and housing providers across England & Wales. From unauthorised encampments and occupied tents on council land, to estate ASB, void property re-entry and site securing, our agents work under clear instructions, local procedures and safeguarding duties.
We follow local welfare protocols and can attend with council officers, housing officers, police or outreach partners as required.
What we do for councils & housing providers
Eviction from temporary housing (TA)
Welfare‑led removals from council‑provided temporary accommodation (e.g., hotels, hostels, annexes). We act under your instruction and procedures, coordinating with housing officers and owners/managers. See Eviction from Temporary Housing.
Unauthorised encampments – CJPOA s77–78
Plan and deliver council-led action from welfare‑first engagement through to serving s77 directions and supporting s78 applications where required. See our full guide: Traveller, Trespasser & Rough Sleepers.
Rough sleepers & occupied tents
Welfare‑led engagement on council/HA land with proportionate removal where required, liaison with outreach teams and safe property handling. Process and FAQs: Evict Rough Sleepers.
Void re-entry & securing
Peaceable re-entry (where applicable), boarding, locks, meter isolation and post‑entry inspections with photo logs.
Estate ASB coordination
Support for closure orders, injunctions and compliance visits; evidence capture and statement drafts for legal teams.
Highways & land protection
Rapid response for blocked access/obstructions, fly‑parking and persistent trespass; liaison with police where required.
Illegal trading (premises) – lease forfeiture
For commercial premises trading illegally, our primary function is ending the lease of illegal traders via peaceable re‑entry where lawful, followed by securing and hand‑back to the landlord/authority.
Street hawkers & pedlars – common law trespass
Where hawkers or pedlars occupy land without consent, we act under common law trespass to move them on or remove them, coordinating with Licensing/Trading Standards/Police as required. See Street Hawkers & Pedlars.
Reporting & KPIs
Real‑time updates, after‑action reports, photographs, body‑worn video (where provided) and dashboard exports.
Legal framework & duties we work within
CJPOA 1994 ss.77–78
Local authority directions to leave and application to the Magistrates' Court for removal orders from land.
Police powers (ss.61 & 62A)
Police-only powers where thresholds are met; we coordinate with force liaison where a joint plan is required.
Equality Act 2010 & PSED
Public Sector Equality Duty (s.149): due regard to protected characteristics and reasonable adjustments.
Human Rights Act 1998
Proportionality and necessity considered in planning and execution (Articles 8 & Protocol 1 engaged).
Housing & homelessness duties
Housing Act 1996 & Homelessness Reduction Act 2017: safeguarding, vulnerable persons and referral pathways.
Local procedures & bylaws
Work to client SOPs, PSPO/closure order regimes, health & safety method statements and site‑specific risk assessments.
Temporary accommodation placements
Non-secure TA placements are typically licence arrangements; we act under your instruction and local policy to recover possession and return units to use. See TA eviction guidance.
Commercial lease forfeiture (illegal traders)
Where trading illegality occurs within leased premises, we prioritise lease forfeiture (where conditions are met) to end the tenancy and secure the unit.
Common law trespass (hawkers & pedlars)
On council/HA land (as landholder), we use common law to require trespassers to leave and to move them on, acting proportionately and safely. More: street hawkers guidance.
Forfeiture & illicit goods
Trading Standards powers and court forfeiture processes (e.g., Trade Marks and Copyright legislation, and proceeds/confiscation routes). We assist with evidence and secure handling.
This page is general guidance, not legal advice. We always act under your formal instruction and published procedures.
Joint operations & evidential handling
Where illegal street trading or counterfeit goods are suspected, our role is to support the lead authority (Licensing/Trading Standards/Police). We provide safe scene management, witness statements, exhibit labelling, chain‑of‑custody logs, and secure transport/storage arrangements in line with your policy.
