Rough sleepers & occupied tents

Void re-entry & securing

Peaceable re-entry (where applicable), boarding, locks, meter isolation and post‑entry inspections with photo logs.

Estate ASB coordination

Support for closure orders, injunctions and compliance visits; evidence capture and statement drafts for legal teams.

Highways & land protection

Rapid response for blocked access/obstructions, fly‑parking and persistent trespass; liaison with police where required.

Illegal trading (premises) – lease forfeiture

For commercial premises trading illegally, our primary function is ending the lease of illegal traders via peaceable re‑entry where lawful, followed by securing and hand‑back to the landlord/authority.

Street hawkers & pedlars – common law trespass

Where hawkers or pedlars occupy land without consent, we act under common law trespass to move them on or remove them, coordinating with Licensing/Trading Standards/Police as required. See Street Hawkers & Pedlars.

Commercial lease forfeiture (illegal traders)

Where trading illegality occurs within leased premises, we prioritise lease forfeiture (where conditions are met) to end the tenancy and secure the unit.

Common law trespass (hawkers & pedlars)

On council/HA land (as landholder), we use common law to require trespassers to leave and to move them on, acting proportionately and safely. More: street hawkers guidance.

Forfeiture & illicit goods

Trading Standards powers and court forfeiture processes (e.g., Trade Marks and Copyright legislation, and proceeds/confiscation routes). We assist with evidence and secure handling.

Joint operations & evidential handling

Where illegal street trading or counterfeit goods are suspected, our role is to support the lead authority (Licensing/Trading Standards/Police). We provide safe scene management, witness statements, exhibit labelling, chain‑of‑custody logs, and secure transport/storage arrangements in line with your policy.

Our welfare‑led enforcement method

Tasking & briefing. Receive instruction, review powers to be used, agree objectives, welfare considerations and escalation plan.
Pre‑attendance checks. Site risk review, residents/tenants brief, equipment & contractor coordination (e.g., locksmith, board‑up).
On‑site engagement. Introductions, explanation of authority, options discussed, timeframes given; welfare signposting and reasonable adjustments.
Legal notices & evidence. Serve directions/notices, record service, photographs/body‑worn video and statements as required.
Removal & securing. Safe, proportionate action with officers present; property inventory and site reinstatement/cleansing where arranged.
After‑action reporting. Outcome summary, evidential pack, lessons learned, and KPI update to your dashboard or secure email.

Can you attend jointly with our officers and outreach partners?
Yes. We routinely align with housing officers, homelessness outreach and police where needed, following your welfare protocols and local SOPs.
Do you carry out welfare checks?
We don’t replace statutory assessments, but we make proportionate enquiries, note vulnerabilities, and provide signposting. Where your policy requires, we pause while your welfare team attends.
What powers are you using on encampments?
For local authorities we typically serve directions under CJPOA 1994 s.77 and assist with evidence and attendance for s.78 applications. Police powers under s.61/s.62A are for the police to use. When acting for the landholder, we primarily use common law trespass(proportionate and welfare‑led).
Can you assist with street hawkers and illegal trading?
Yes. For hawkers/pedlars we act under common law trespass to move them on or remove them (proportionately and with welfare-led engagement). For illegal traders operating from premises, our primary route is lease forfeiture.
Do you handle forfeiture applications?
Applications are brought by your authority (usually Trading Standards). We assist by supplying evidence packs, statements and secure storage/transport records to support the application and any disposal order.
Can you secure void properties the same day?
Yes—subject to access and safety. We coordinate locksmiths, boarding and utility checks; you receive photos and a completion report.
Do you cover nights and weekends?
We provide an on‑call coordinator 24/7 with pre‑agreed escalation paths for urgent matters.
